Council Summary April 2025

To ensure members of the Lester B. Pearson School Board community remain up-to-date regarding what transpires at regular Council of Commissioners meetings, the Department of Communications and Community Development sends out summaries of the different decisions that are taken following each meeting.
Please find below highlights of some of the decisions that were taken during the April 29th meeting. Committee reports that were presented as well as the minutes can be found at the following link: https://www.lbpsb.qc.ca/information-from-council/
1. The Council of Commissioners approved that Nancy Potvin be temporarily assigned to the position Assistant Director of Human Resources of the Lester B. Pearson School Board, effective July 1, 2025.
2. Administrative Staffing Assignment 2024-2025 (Schools/Centres)
3. The Council of Commissioners approved that the LBPSB Code of Ethics be adopted.
4. The Council of Commissioners approved that By-law 1 (2025) – To fix the day, time and place of Regular Meetings of the Council of Commissioners and By-law 1E (2025) – To fix the day, time and place of Regular Meetings of the Executive Committee be adopted effective April 29, 2025.
5. The Council of Commissioners approved that the Lester B. Pearson School Board 2025-2026 Student Transportation Organizational Plan be adopted.
6. The Council of Commissioners approved that the final draft of the Contract Management Policy of the Lester B. Pearson School Board be adopted effective April 29, 2025.
7. The Council of Commissioners approved that approval be given for the Lester B. Pearson School Board to participate in the Purchasing Group (Grocery Products) from July 1, 2025, to June 30, 2027, with the possibility of a renewal for 1 subsequent term of 1 year for a maximum total estimated amount of $630,000 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
8. The Council of Commissioners approved that the plumbing service contract (Project #FINA2025-3) for the period of May 1, 2025 to April 30, 2030 be awarded, in accordance with the tender documents, to the lowest compliant bidder Mécanicaction Inc. for a maximum estimated amount for five years of $550,000 (before taxes); and the Director General of the School Board be authorized to sign the resulting procurement delegations and purchase orders for, and on behalf of, the Lester B. Pearson School Board.
9. The Council of Commissioners approved that the contract for St. John Fisher Elementary School – Senior Campus: Project #2409, paving and replacement of drainage system be awarded to the lowest compliant bidder 9039-3273 Québec Inc. (doing business as Excavation D.D.L.) in accordance with the tender documents for the amount of $2,039,864.60 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
10. The Council of Commissioners approved that the contract for St. John Fisher Elementary School – Junior Campus: Project #2408, paving and replacement of drainage system be awarded to the lowest compliant bidder Excavation Patrice Couture Inc. in accordance with the tender documents for the amount of $2,552,826 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
11. The Council of Commissioners approved that the contract for Pierrefonds Community High School: Project #2411, replacement of main boiler be awarded to the lowest compliant bidder Névé Réfrigération Inc. in accordance with the tender documents for the amount of $367,200 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
12. The Council of Commissioners approved that the contract for Lakeside Academy High School: Project #2405, roofing, bathrooms and classroom renovation works be awarded to the lowest compliant bidder Construction Vinca Inc. in accordance with the tender documents for the amount of $3,239,900 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
13. The Council of Commissioners approved that the contract for St. Thomas High School: Project #2410, replacement of several roof basins, be awarded to the lowest compliant bidder Les Couvertures St-Léonard Inc. in accordance with the tender documents for the amount of $1,339,900 (before taxes); and the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
14. The Council of Commissioners approved that resolutions 2023-05-#16 and 2024-05-27#09 be amended to add the item “school lockers”; and approval be given to the Lester B. Pearson School Board’s participation in the Comité de gestion de la taxe scolaire de l’île de Montréal Group Purchasing Plan for the 2026-2027 school years for the items listed in the attachment.
