To ensure members of the Lester B. Pearson School Board community remain up to date regarding what transpires at regular Council of Commissioners meetings, the Department of Communications and Community Development sends out summaries of the different decisions that are taken following each meeting.

  1. Administrative staffing assignments 2025-2026 (schools/centres)

The Council of Commissioners approved the administrative assignment changes in the schools and centres of the Lester B. Pearson School Board described in the chart below entitled Administrative Staffing Assignments 2025-2026 (Schools and Centers) take effect on July 1, 2025.

  1. Recommendations of the Allocation of Resources Committee (ARC) 2025

The Council of Commissioners approved that, in accordance with sections 193.3 and 193.4 of the Education Act, recommendations numbered 1 to 5 of the Allocation of Resources Committee to the Council of Commissioners of the Lester B. Pearson School Board be taken into account in the development of the 2025-2026 School Board budget.

Recommendation 1: Objectives, principles, and criteria to govern the annual allocation of revenues – the objectives, principles, and criteria defined in the attachment continue to be used to guide the budgeting process for 2025-2026;

Recommendation 2: Distribution of student services –  taking into account that all complementary services required by the Basic School Regulation are provided in schools, priority be given to direct services to students that focus on academic and social-emotional learning, particularly for students who are at-risk, have special needs, and require support for learning, behavioral and/or mental health difficulties;

Recommendation 3: Allocation of the surpluses of the schools and centres – schools and centres retain only their accumulated surpluses based on the percentage permitted by the Ministère de l’Éducation (MEQ);

Recommendation 4: Allocation of Specific Measures – the sums in protected measure 15012 (Aide alimentaire) be allocated to schools taking into consideration the school’s population, programs offered, and level of economic disadvantage; and the sums in protected measure 15028 (Activités parascolaires au secondaire) be allocated to secondary schools taking into consideration the school’s population, geography, and level of economic disadvantage as well as a central reserve fund held back at the school board level for the purposes of special projects that require additional funds for implementation;

Recommendation 5: General considerations – the 2025-2026 budget reflect the orientations outlined in the current LBPSB Commitment to Success Plan 2023-2027 with the following considered as priority items:
a) Improve effectiveness at meeting the academic needs of diverse learners
b) Enhance the leadership of in-school/centre teams at the LBPSB
c) Make social emotional health a priority at the LBPSB

  1. The Council of Commissioners approved that Christine Dane and Dean Graddon be appointed as Principals for the 2025 summer school session.
  2. The Council of Commissioners approved that, in accordance with section 434.5 of the Education Act, the Lester B. Pearson School Board call upon the Comité de gestion de la taxe scolaire de l’Île de Montréal to allocate the maximum amount for financing the School Board’s local needs; and that a copy of this resolution be forwarded to the Comité de gestion de la taxe scolaire de l’Île de Montréal.
  3. The Council of Commissioners approved that the document entitled By-law 10 – Delegation of Signing Authority to the Members of the Senior Executive Staff and to Certain Members of the Senior Staff be adopted, effective May 26, 2025, and that a public notice to this effect be published.
  4. The Council of Commissioners approved that the reviewed mandate of the Governance and Ethics Committee of the Lester B. Pearson School Board be adopted effective May 26, 2025.
  5. The Council of Commissioners approved that authorization be given that an agreement be signed with the Fédération Ringuette Québec and their affiliated sport organization Association de ringuette de la région du Lac St-Louis; and that the Director General be authorized to sign any resulting documents required, for and on behalf of, the Lester B. Pearson School Board.
  6. The Council of Commissioners approved that Commissioners A. Gross Charszan and A. Saunders represent the Lester B. Pearson School Board at the World Diversity in Leadership Conference to be held in Edmonton from September 18 to September 19, 2025; and that expenses be reimbursed in accordance with the School Board’s Policy governing Commissioners’ Local Travel, Conference and Other Expenses.
  7. The Council of Commissioners approved the contract for LaSalle Elementary School Senior: Project #2208PH2, AMC removal and encapsulating works, be awarded to the lowest compliant bidder 11255436 Canada Inc. (doing business as Construction LHIAM) in accordance with the tender documents for the amount of $362,978 (before taxes); and that the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
  8. The Council of Commissioners approved the contract for John Rennie High School: Project #2404B, stage safety renovations be awarded to the lowest compliant bidder Les Constructions P.R.V. Inc. in accordance with the tender documents for the amount of $380,500 (before taxes); and that the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
  9. The Council of Commissioners approved the contract for Forest Hill Elementary School – Senior Campus: Project #2412, new soccer field and play structure works be awarded to the lowest compliant bidder 9039-3273 Québec Inc. (doing business as Excavation D.D.L.) in accordance with the tender documents for the amount of $377,960.68 (before taxes); and that the Director General of the School Board be authorized to sign said contract for, and on behalf of, the Lester B. Pearson School Board.
