Council Summary April 2023

To ensure members of the Lester B. Pearson School Board community remain up-to-date regarding what transpires at regular Council of Commissioners meetings, the Department of Communications and Community Development sends out summaries of the different decisions that are taken following each meeting.
ADMINISTRATIVE APPOINTMENTS
The Council of Commissioners approved several administrative appointments at their April 24th regular meeting:
A) Martine St-Pierre was named Director of International Programs. She is currently the Assistant Director of Human Resources and has been in the HR department since 2016. Prior to that, she was a secondary level Vice-Principal and teacher at Lester B. Pearson School Board.
She also holds an MBA in addition to her teaching credentials. She will assume her new duties effective July 1, 2023.
B) Steven Colpitts was named interim Assistant Director General. He was formerly the Assistant Deputy Minister of Education, overseeing files related to the anglophone and indigenous sectors. The majority of his career was spent at the Lester B. Pearson School Board, where he held a variety of roles including teacher, non-teaching professional, vice-principal, principal, Regional Director, Director of International Programs, Director of Educational Services, Interim Director of HR and Assistant Director of HR.
He will assume his role as ADG from July 1, 2023 – June 30, 2024 during Veronique Marin’s absence.
C) Andrea Fraser was named Coordinator of Educational Services. She has been at the LBPSB for over 20 years. She is currently a Guidance Counsellor at Macdonald High School and plays a major role in coordinating the Post Secondary Education and Training Fair. She will assume her new duties effective July 1st 2023.
D) Charlotte Kiley was named Coordinator of Finance. She has over 25 years of experience in managing Accounts Payable/Accounting and Purchasing and has worked for several companies including FPInnovations. She has a Bachelor’s degree in Commerce and will assume her new duties on May 15th 2023.
OTHER ADMINISTRATIVE DECISIONS

1. The Council of Commissioners approved that the Lester B. Pearson School Board will revise the 2022-2023 projected budgeted deficit to $3,312,631 and that the School Board will undertake necessary steps to address the deficit and return to a balanced budget by 2024-2025 with a view to mitigating the impact on quality education and maintaining its commitment to excellence.
2. The Council of Commissioners approved that Kathleen O’Reilly be named Coordinator for the Lester B. Pearson Summer School Program for the 2023 summer school session, with a possibility of renewal for the 2024 summer school session and that Dean Graddon be appointed Principal and Christine Dane be appointed Vice-Principal for the 2023 summer school session.
3. The Council of Commissioners approved that By-law 1 (2023) – To fix the day, time and place of regular meetings of the Council of Commissioners and By-law 1E (2023) – To fix the day, time and place of regular meetings of the Executive Committee be adopted effective April 24, 2023.
4. The Council of Commissioners received the Student Ombudsman’s report on file number SO 2023-04/01 and referred the study of said report to its Governance and Ethics Committee; and that the Governance and Ethics Committee report to the Council of Commissioners.
5. The Council of Commissioners approved that the consent of the Lester B. Pearson School Board to the proposed transaction defined in the attachment entitled “Modification to Transportation Service Contract number LBP 222804” and dated April 17, 2023, be given to Steven Briand-Goyette.
6. The Council of Commissioners approved that the landscape maintenance contracts (project #S2302) for the period of May 1, 2023, to April 30, 2028, be awarded, in accordance with the tender documents, to the lowest compliant bidder for each sector, namely the companies 9317-9083 Québec Inc., 9113- 7752 Québec Inc. (doing business as Inter-Pavé) and Entretien paysager Miro Inc. for the amounts indicated per sector.
7. The Council of Commissioners approved that the contract for Pierrefonds Community High School: Project #2218, paving works, rehabilitation of the west drop-off and the storm drainage network be awarded to the lowest compliant bidder Les Entreprises PEP (2000) Inc. in accordance with the tender documents.
8. The Council of Commissioners approved that the contract for John Rennie High School: Project #2102 – Phase 2, fire exit upgrade and related works be awarded to the lowest compliant bidder Les Constructions P.R.V. Inc. in accordance with the tender documents.
9. The Council of Commissioners approved that the contract for Lakeside Academy High School: Project #2220, paving works, rehabilitation of the drop-off and the parking lot be awarded to the lowest compliant bidder Ali Excavation Inc. in accordance with the tender documents.
10. The Council of Commissioners approved that the contract for Beaconsfield High School: Project #2215, replacement of hallway ceilings, classroom doors and auditorium accessibility improvement be awarded to the lowest compliant bidder Arthur Murphy Contractant Ltée in accordance with the tender documents.
11. The Council of Commissioners approved that the contract for LaSalle Elementary School Senior: Project #2208, renovations of the canopies, replacement of doors and other minor work be awarded to the lowest compliant bidder Construction Alben Inc. in accordance with the tender documents.
12. The Council of Commissioners approved that the contract for Christmas Park Elementary School: Project #2203, paving of the parking lot and bus lane, brick repair and various civil works be awarded to the lowest compliant bidder 9039-3273 Québec Inc. doing business as Excavation D.D.L. in accordance with the tender documents.
13. The Council of Commissioners approved that the contract for Macdonald High School: Project #2216, renovations of main plumbing, ceiling and lights replacement and other minor work be awarded to the lowest compliant bidder EMJ Construction Inc. in accordance with the tender documents.
