Council Summary April 2024

To ensure members of the Lester B. Pearson School Board community remain up-to-date regarding what transpires at regular Council of Commissioners meetings, the Department of Communications and Community Development sends out summaries of the different decisions that are taken following each meeting.

1. The Council of Commissioners approved the appointment of James Walker to the position of Assistant Director of Human Resources at the LBPSB effective June 3rd 2024.

2. The Council of Commissioners approved that the draft consultation document entitled Policy on Equity, Diversity, Dignity and Inclusion be distributed to the consultative partners of the School Board during the week of May 6, 2024, with responses to be returned to the Secretariat no later than June 17, 2024, for consideration and that the final draft of the Policy on Equity, Diversity, Dignity and Inclusion be adopted at the following regular meeting of the Council of Commissioners.

3. The Council of Commissioners approved that authorization be given to request to the Ministère de l’Éducation du Québec the renewal of the Sport-Études program offered at John Rennie High School effective July 1, 2025 and that authorization also be given to renew the list of sports protocols attached until June 30, 2030.

4. The Council of Commissioners approved that Kathleen O’Reilly be named Coordinator for the Lester B. Pearson Summer School Program for the 2024 summer school session; and that Christine Dane and Dean Graddon be appointed as Principals for the 2024 summer school session.

5. The Council of Commissioners approved to fix the day, time and place of Regular Meetings of the Council of Commissioners and By-law 1E (2024) – To fix the day, time and place of Regular Meetings of the Executive Committee be adopted effective May 6, 2024.

6. The Council of Commissioners approved that Commissioners Alaina Charszan and Frank di Bello represent the Lester B. Pearson School Board at the 2024 National Trustee Gathering on Indigenous Education and Canadian School Boards Association Congress to be held from July 3 to 5, 2024, in Toronto, Ontario.

7. The Council of Commissioners approved that the contract for Children’s World Academy: Project #2303, bathroom renovation, replacement of the intercom system and of the classroom ventilation controls and floor slab works be awarded to the lowest compliant bidder 2630-3818 Québec Inc. (doing business as Progest Construction) in accordance with the tender documents for the amount of $932,255.39 (before taxes).

8. The Council of Commissioners approved that the contract for Forest Hill Jr. Elementary School: Project #2305, roof and rooftop units replacement be awarded to the lowest compliant bidder Couvertures WestIsland Inc. in accordance with the tender documents for the amount of $699,894 (before taxes).

9. The Council of Commissioners approved that the contract for Head Office: Project #2302, office renovation works be awarded to the lowest compliant bidder Construction Michel Gagnon Ltée in accordance with the tender documents for the amount of $544,945 (before taxes).

10. The Council of Commissioners approved that the contract for Horizon High School: Project #2306, replacement of hallway ceiling, lights and bathrooms be awarded to the lowest compliant bidder 9367-8522 Québec Inc. (doing business as Le Groupe Provil) in accordance with the tender documents for the amount of $1,484,434.34 (before taxes).

11. The Council of Commissioners approved that the contract for John Rennie High School: Project #2307, asset maintenance and code upgrade works be awarded to the lowest compliant bidder Les Constructions P.R.V. Inc. in accordance with the tender documents for the amount of $1,124,809 (before taxes).

12. The Council of Commissioners approved that the contract for LaSalle Jr. Elementary School: Project #2309, replacement of ceiling and lighting and bathrooms renovations, be awarded to the lowest compliant bidder Les Constructions Dani Bucci Inc. in accordance with the tender documents for the amount of $1,362,333 (before taxes).

13. The Council of Commissioners approved that the contract for Maple Grove Elementary School: Project #2217, exterior envelope renovation works be awarded to the lowest compliant bidder Groupe Pro Expert Construction Inc. in accordance with the tender documents for the amount of $774,900 (before taxes).

14. The Council of Commissioners approved that the contract for Pierrefonds Community High School: Project #2314EG, replacement of the fire alarm and intercommunication system be awarded to the lowest compliant bidder R.T. & Tony electrique Inc. in accordance with the tender documents for the amount of
$980,000 (before taxes).

15. The Council of Commissioners approved that the contract for St-John Fisher Jr. Elementary School: Project #2322EG, envelope work and removal of mechanical equipment be awarded to the lowest compliant bidder Construction Vinca Inc. in accordance with the tender documents for the amount of
$869,900 (before taxes).

16. The Council of Commissioners approved that the contract for St-Patrick Elementary School: Project #2315, replacement of the roof, be awarded to the lowest compliant bidder L.K. Industries Inc. in accordance with the tender documents for the amount of $252,040 (before taxes).

17. The Council of Commissioners approved that the contract for Sunshine Academy: Project #2317, heating system replacement and miscellaneous work be awarded to the lowest compliant bidder 9127-6873 Québec Inc. (doing business as Sélection 2000) in accordance with the tender documents for the amount of $294,700 (before taxes).

18. The Council of Commissioners approved that the contract for Terry Fox Elementary School: Project #2318, replacement of ceiling and lights and plumbing works be awarded to the lowest compliant bidder Groupe 3D CA Inc. in accordance with the tender documents for the amount of $932,490 (before taxes).

19. The Council of Commissioners approved that the contract for Westpark Elementary School: Project #2319, replacement of heating units be awarded to the lowest compliant bidder NÉVÉ Réfrigération Inc. in accordance with the tender documents for the amount of $893,200 (before taxes).

20. The Council of Commissioners approved that the contract for Wilder Penfield Elementary School: Project #2321, paving works of the parking lot and the school yard, be awarded to the lowest compliant bidder Eurovia Québec Construction Inc. in accordance with the tender documents for the amount of
$1,651,906.06 (before taxes).

21. The Council of Commissioners approved that the contract for Lakeside Academy: Project #2308, locker room and bathrooms renovation and new clinic works be awarded to the lowest compliant bidder Charex Inc. in accordance with the tender documents for the amount of $2,398,330 (before taxes).

22. The Council of Commissioners approved that the contract for St-Thomas High School: Project #2316-EG, block A ceilings and bathroom renovations and accessibility improvement works be awarded to the lowest compliant bidder 2630-3818 Québec Inc. (doing business as Progest Construction) in accordance with the tender documents for the amount of $623,689.71 (before taxes).

23. The Council of Commissioners approved that the contract for Westwood Sr. High School: Project #2320-EG, rehabilitation of parking, bus drop-off and courtyard, water main and oil tank replacement be awarded to the lowest compliant bidder Construction Jacques Théorêt Inc. in accordance with the tender documents for the amount of $2,987,727 (before taxes).

24. The Council of Commissioners approved that change orders #7, #15 and #16, in the total amount of
$251,501.55 (before taxes) for the removal of additional quantities of contaminated soil by Ali Excavation Inc. be approved.

25. The Council of Commissioners approved that the service contract for the maintenance of water towers and chillers (project #S2414) for the period of May 1, 2024 to April 30, 2029, be awarded in accordance with the tender documents to the lowest compliant bidder Baulne Inc. for a maximum estimated amount for five years of $175,000 (before taxes and CPI annual indexation).

26. The Council of Commissioners approved the Lester B. Pearson School Board’s participation in the Centre d’acquisition gouvernementales group purchasing of Microsoft Licenses for a 12-month term with no option of renewing; and that approval be given for a maximum budgetary price of $150,000 (before taxes).
